Urinating on the carpet. How do I keep them off after cleaned? Need home remedy for "Scat Away"?

So far the only thing that works is to put chairs, boxes etc.. over the area so they can't get to it.
I also put a sheet of plastic, then a think rug with rubber back, and a another smaller rug on top of that (with a rubber back). This keeps the urine from getting back into the carpet. But looks crappy. Help!
